In a speech on November 13, DPM Gan revealed the secret behind Singapore's resilience in the face of global challenges: a symbiotic relationship between the PAP government and the National Trades Union Congress (NTUC). But here's where it gets interesting: this three-way alliance, known as Tripartism, involves not just the government and NTUC, but also employers. DPM Gan emphasized that this collaboration provides businesses and investors with the assurance that Singapore is a place where change is managed responsibly, policies are rational and predictable, and both workers and employers can share in the nation's success.
The event, held at Downtown East, marked the mid-term of the current central committee, the labor movement's highest decision-making body. DPM Gan, as the guest of honor, praised NTUC's unwavering commitment to championing the interests, dignity, and progress of every worker, despite the evolving nature of work.
And this is the part most people miss: NTUC has proven its ability to adapt, improving internal coordination and expanding its reach to youth, platform workers, and professionals, managers, and executives (PMEs). However, DPM Gan highlighted the ongoing efforts and potential opportunities to further engage these groups, ensuring a more inclusive and responsive labor movement.
The rise of artificial intelligence, automation, and digitalization presents both opportunities and challenges. DPM Gan acknowledged the concerns of firms and workers in keeping up with these technological shifts. But NTUC's innovative solutions, such as the AI-powered career coach and the 'AI Ready SG' initiative, are helping workers and employers navigate these changes, promising improved careers and wages.
The NTUC AI Career Coach has already made an impact, with over 3,500 user sign-ups since its beta launch in July. This tool offers personalized job and course suggestions, interactive practice interviews, and resume refinement, empowering users to take control of their career paths.
However, DPM Gan emphasized the need for NTUC to broaden its reach, especially among PMEs, youth, and platform workers, to ensure a more representative labor movement. A diverse NTUC strengthens Tripartism by providing valuable insights into the changing nature of work, enabling better planning for the future.

For youth engagement, the NTUC Starter Awards scholarship program has shown promising results, attracting nearly 500 applicants in 2025. The labor movement has also embraced digital transformation, replacing paper forms with digital sign-ups, enhancing efficiency.
NTUC assistant secretary-general Yeo Wan Ling suggested that further development is needed in engaging new platforms with overseas roots, ensuring they understand and embrace Tripartism. She also emphasized the importance of government support in providing a longer transition period for workers to adapt to technological advancements while protecting their livelihoods.
